- Removed DisableMigrations class and usage
- CI now runs proper migrations for comunication app
- Should fix 'comunication_telegramsettings' does not exist error
- Keeps CSRF_TRUSTED_ORIGINS multiple overrides

Both issues should now be resolved:
1. Database migrations will create required tables
2. CSRF_TRUSTED_ORIGINS has multiple safety overrides
